Se antes a maioria dos problemas parecia sol\u00favel atrav\u00e9s de uma nova m\u00e1quina ou metodologia de gest\u00e3o, hoje, acumulam-se problemas de natureza complexa, cujo enfrentamento \u00e9 necessariamente coletivo. Independente das estrat\u00e9gias utilizadas, esse tipo de situa\u00e7\u00e3o raramente pode ser completamente resolvida ou neutralizada. S\u00e3o exemplos: as mudan\u00e7as clim\u00e1ticas, a manipula\u00e7\u00e3o gen\u00e9tica, a intelig\u00eancia artificial, entre outros. Um caminho para abord\u00e1-los, \u00e9 levar os grupos por eles atingidos a compreender o contexto em que est\u00e3o inseridos, bem como os riscos e incertezas associados a sua situa\u00e7\u00e3o. Em seguida, \u00e9 necess\u00e1rio compreender as quest\u00f5es t\u00e9cnicas relacionadas ao problema e definir quais riscos ser\u00e3o assumidos coletivamente na tentativa de reduzir os danos, mitigar os efeitos esperados, antecipar os desdobramentos poss\u00edveis e identificar caminhos para lidar com eles. Nesse tipo de processo, alguns grupos organizam-se espontaneamente e operam de forma extremamente eficiente. Para as situa\u00e7\u00f5es em que isso n\u00e3o acontece, a sociedade civil atrav\u00e9s de associa\u00e7\u00f5es, funda\u00e7\u00f5es e organiza\u00e7\u00f5es n\u00e3o governamentais (ONG&#8217;s) localizadas em diferentes partes do mundo, v\u00eam implementando metodologias para a tomada de decis\u00e3o baseadas no di\u00e1logo, na co-constru\u00e7\u00e3o de conhecimento e na partilha da responsabilidade. A Conven\u00e7\u00e3o de Cidad\u00e3os \u00e9 uma destas metodologias. Amplamente testada e utilizada no enfrentamento de problemas, ela \u00e9 constitu\u00edda de uma etapa decis\u00f3ria precedida por uma etapa formativa e permeada por estrat\u00e9gias que visam preservar a diversidade de opini\u00f5es, minimizar a polariza\u00e7\u00e3o e organizar os dissensos tirando deles o melhor proveito poss\u00edvel. Neste curso, o exemplo escolhido \u00e9 o de uma crise h\u00eddrica face \u00e0 qual os participantes ser\u00e3o convidados \u00e0 refletir e construir uma \u00edntima convic\u00e7\u00e3o da melhor aposta para lidar com ela.
