The maxim primum non nocere—“Above all, do no harm”—calls for careful consideration of the harms that may result from our actions (1). Global efforts to control narcotic drugs and psychotropic substances are based on the premise that the misuse of these substances can lead to serious harm to the individual and society. As countries gather at the United Nations General Assembly Special Session (UNGASS) on the World Drug Problem on 19–21 April 2016, more than a half century after the Single Convention on Narcotic Drugs was agreed, the harms caused
by international drug control to people who use drugs require much greater attention.
